Throughline Learning is an education nonprofit with 16 years of experience supporting district and systems leaders through complex change at the intersection of evidence-based pedagogy, technology, and school transformation. Formerly known as the Highlander Institute, Throughline brings deep roots in personalized classroom instruction, professional development grounded in learning science, and strategic planning that helps districts adopt AI safely and hold it to real outcomes. For Multilingual by Design, Throughline serves as the technical assistance partner, helping grantees build logic models and data plans before their pilots begin and turning what they learn into case studies and public resources for the field. ETS, the world's largest nonprofit educational testing and measurement organization, joins Throughline as a research partner on this work.
Social Strategy Associates is a strategic advisory firm that partners with foundations and donors to design, launch, and manage philanthropy initiatives. With deep expertise in open call design and multi-stakeholder partnerships, SSA runs Multilingual by Design by shaping the initiative's strategic framework, engaging an advisory board of experts, running the application and selection processes, and bringing together educators, AI builders, researchers, and funders to co-learn and prototype new EdTech tools.
